Hello Christine. Most times the reason we pray for healing and nothing seems to happen is because we don't have much revelations about divine healing.

And since this is the case of healing a believer. It is the easiest. You shouldn't be laying hands on the person yearly like it's some trial and error. The highest times Christ layed hands was twice.

This is the shortcut: Lay hands on the person right now, and command healing with a surer authority. Tell the person also to keep confessing his healing too - giving glory to God in faith.

If the person is not seeing improvement instantly. Tell him or her that whether he is feeling it or not, the Word of God has healed him already. It works.

And since the person is a believer, I’ll recommend he/she reads about New Creation Realities by E W Kenyon. It will flood the person’s eyes of understanding with light about the fact that s[he] already has divine health — the life of God in spirit.

Yes, I have witnessed the healing of someone who was blind - last month. It's always amazing.
